What we do know is that the US can no longer afford the war. Wars can NEVER be based upon the finance. Perhaps people have to go without new highways and bridges; maybe they need to go without the DOE of telling the local schools what is good for them. Maybe they need to do without Big Government destroying their lives in any of a million ways. But when a war needs to be fought, you fight it, and worry about paying for it later. National Defense is the most single legitimate function of our government, and the framers made that abundantly clear. Thomas Jefferson also made it clear that a government that does much beyond National Defense is a destructive force.
