but then most cellphoners probably die talking on the phone, while driving - I've met several of them. I'm lucky so far....

I bet, bad software, UIs, kill more people than radiation from cellphones.

The difference is mainly between GSM (or any other TDMA modulation) and both CDMA/WCDMA(FDD).
Since in CDMA/WCDMA the TX is always on while in GSM is on only during a time slot (up to 3 out of 8), the average power in GSM is lower (while peak power is higher).

The highest SAR is always in W/CDMA system, EIRP and radiated emissions will be based on antenna deign (but you must meet SAR spec's).
