Did you read the material at your link? It's for I/O bus (PCI) load balancing, not memory.

It won't solve Intel's architecture problem.

I thought the original point was that Intel didn't intend to do a cripple core version of Nehalem. Not because they lacked the marvelous core disabling technology pioneered by AMD but because they didn't need to.
