Unequal treatment under the law is a matter of liberty

No they are two different things.

They overlap, if the unequal treatment is that your putting one group in slavery (or in some lesser way infringing on their liberty), while leaving the rest free, then you have both unequal treatment, and an infringement on liberty.

But in such a case it would be one act that falls under two different categories, not that the categories are the same.

If OTOH the recent "economic stimulus" checks where of different sizes based on your race, that wouldn't be a liberty issue, but it would be a clear unequal treatment issue.

Obviously "not an issue of liberty" doesn't mean "not a problem", or "not wrong". There are plenty of other reasons to challenge policies other than how they effect people's liberty/freedom. But liberty is of particular interest to me, and I don't like the idea of it being hijacked for some other cause, even if the cause might be worthy.
