It could have been verbal and probably was knowing how criminals work. So it doesn't have to be written.

So there was no agreement that specifically excluded AMD but just a wink and a nod followed by bags of cash. Maybe a body or two just so they'd take things seriously. Even though nothing was written down you know it happened because Intel is criminal by nature and evil incarnate. The policy must have been handed down verbally too from the top so there would be no record. That way when no evidence turns up that specifically names AMD you can still be right. That sounds perfectly reasonable.

I knew you wouldn't commit to believing there was real evidence which explicitly named AMD because you don't believe it either.
