Voluntarily joined condo associations aren't government. You can choose not to join any particular association, and if it becomes too onerous, you can move. Also they don't put people in prison, or take a large fraction of your paycheck.

Mutually contracting on conditions and restrictions on people that you are going to live or work with is not the same, or even very similar, to having such conditions imposed on you whether you want them or not.

As has been pointed out condo and community assn's aren't governments, but contractual associations.

If people want to support the arts, they should do so with their money.
