Government is not evil. They are looking for efficiency like every other part of society. They screw up like every other part of society. Not more, not less.

They screw up a whole lot more, with no checks and balances, all you ever hear out of democrats is raise taxes and throw more money at it.

More government is not the answer, it is the problem.

If a service can be provided better and cheaper by the private sector, it generally moves there.

Only if the government is controlled by politicians not hostile to outsourcing of services.

Then why are they?

Because the political process dictates otherwise, whether its special interest influencing the government (including but not limited to the special interests within or connected to the government, such as politicians that want more power, organizations that want to be bigger, and government employee unions that want more members), a more general desire to have the government do something, or a bit of both.

Some functions have moved from government to government contractors, but that doesn't suggest "If a service can be provided better and cheaper by the private sector, it generally moves there."

Also even government contracting isn't moving the activity totally to the private sector.
