He didn't spend one thin dime. Congress spends, not the President. He can only propose and veto spending. Read the Constitution.

I do fault Bush though, big time, for not wielding a veto pen in far too many instances. If the GOP gets hammered this November, it's their own fault. Trying to out Dem the Democrats in spending and growing government was stupid, to say the least...
