AFAIK, he never said it wouldn't work. What he did say is it wouldn't solve the problem. Which it won't. Most projections hold that the OCS could supply as much as 1 million barrels a day, some put it much lower at 200k, and we consume about 21 million. While it might be more than a drop in the bucket, at less than 5%, it is not even going to cut into imports all that much.
