If your going to add up the total cost, rather than just look at the annual cost, than the program your talking about is even smaller compared to our current entitlement programs.

Your talking a bit over a billion, compared to potentially quadrillions.

The entitlements programs are open ended, that's basically what makes them entitlements.

The program your referring to was a one time authorization, paid out over a decade or two.
