True. Every region has its own unique barrel. The tar sands have few exploration costs. But, huge engineering costs. Nigerian oil bubbles up on its own, from the ground. But, you might get shot trying to get it. Tupi deepwater is politically safe. But, oh boy, those lifting costs. And so on.
