Tim my personal experience in italy belies that generalization...our doctor has no staff ...only a substitute.....

italy being what it is often paperwork is just waved aside.....an example....

when my daughter was in her mummies tummy a ultr soud scan was needed...
the doctor call a freing at the local hospital...he said send us over.....we went...he was waiting....he turned on the machine...rubbed jelly on the tummy and printed th result...not one form was filled...after all a flick of the switch and a ub of the tummy was all that was needed why bother with paper work ...lets go have a coffee instead.
