That is strange given that to become a citizen:

The USCIS (United States Citizenship and Immigration Services) test is designed for people who are not native speakers of English. But the test questions assume that the people being tested for citizenship have a basic knowledge of English.

If you know enough to pass the test you should know enough to figure out a ballot.

The American Republic will endure until the day Congress discovers that it can bribe the public with the public's money. Alexis de Tocqueville

..he certainly nailed it.

His error was in assuming we had enough of a democratic system that it would be the rank and file voter who accomplished the looting.

As we can clearly see, Congress is bribing for the purpose of re-election.

They aren't bribing the voters though.

The bribes are being proferred to the deep pocketed corporations, whose take in government "assistance, support and tax treatment" would shame a welfare queen.

Congress understands that their real source of power comes from corporations in the election cycle, not the "public".

<<I am pulling myself together to go bitch out my Congressman about the weakening dollar, inflation, and especially the free ride I am now giving the BANKS.>>

Crime definitely pays if you own the government like the Banks do.
