Well, you hit a couple of cases (lying to the enemy, lying to an audience who expects it), but not the one I made. Can a leader deliberately lie in order to fulfill their duty, even if it turns out that the lie did not achieve that goal? Did LBJ lie about the Gulf of Tonkin incident (assuming he knew that facts that the NV did not in fact attack our ships)? A lie is like a fact. It cannot be changed with discussion, nuance, or posturing. It CAN be justified, rationalized, and excused - but wishing a pig was a cow ain't gonna make it happen.
