I understand what you are saying, but please understand there was no surplus. It was political smoke and mirrors, a combination of slippery wordsmithing: "current services baselines", "public debt vs. national debt", etc... You can say whatever you want about it, but look at the Treasruy figures for that time period, it is not brain surgery. He almost got to a balanced budget, but never did, let alone leave a "surplus". This is not a partisan-based idea, it is just a fact.

Our future liabilities have far outweighed our capacity to fund them for many years and it continues to get worse and there is NO WAY to SPEND our way out of it, which is the crux of BO's vision, without soaking the citizenry in more taxes (and not just those earning over $200,000/year). We need draconian cuts in government services and some concrete fiscal responsibility. This is where the system breaks down in modern politics, for obvious reasons.
