No, what I wondered was why in the middle of an otherwise fairly well crafted speech (regardless of whether you agree with any of it), there is this claim that in 10 years we'll manage to do without a very small portion of U.S. oil imports. If a big lie was the intent, he could've said the same without "Middle East". What he did say was no big deal. If you want to bamboozle the voters, there are plenty of less transparent and more effective ways of doing it.
