He is the one who has spoken up for divided government the MOST (& the loudest). Although I do believe that instances of divided government generally correlate to the periods when the rampaging growth of the federal government - and deficits - was slowed the most... and I do agree with the brilliant principle our founders came up with: to DIVIDE GOVERNMENT POWER three ways to try to keep freedom alive.... Still, 'divided government' is not MAGIC. It will not solve all problems.....
