Generally you meet with heads of state that are apparently being cooperative, if not a full presidential meeting, you send ambassadors, or secretaries of state, or presidential envoys. We've met with worse people than Gadhafi before (including meetings with the president) and we will again. That doesn't say anything about considering Saddam a good guy, or even considering Gadhafi to be such a good guy, he's just no longer operating as a dangerous rouge. Better to encourage such a change than to discourage it I think.
