Of course not in every country democratic development is possible "This isn't about Democracy" In Platonic Libs fairy tail there ideal pure goal of every political move. Earthly reality is more complicated . USA more interested in development of stable democracy in the middle of world oil deposit than in some shit hole in the middle of Africa.
