The incentives of Energy Star are indeed a positive idea for wise consumers. People that care about energy usage might pay a little attention to it - but I'll bet not much. People buy much more on impulse than they ever do on the fuzzy advantages of Energy Star. ....The idea of cradle to cradle is a paradigm change - not some fuzzy nibbling at the edges. To put a "garbage rating" next to the Energy Star rating will not change people and manufacturers thinking and behavior.

Just for fun, allow me to point out that most of the time, when a store delivers a new major appliance to someone, they haul the old one away. If they don't, they could. It's getting hauled somewhere by somebody already.

Haul the old stuff back to the store. Then have the truck that drops the next load of appliances to the store haul the old ones back.

Simple, natural, and sensible.
