i don't see any difference in what she did than when for example you get a food 'per diem' when traveling....my son earned an extra several thousand dollars on his last business trip by skipping a meal each day

if i'm entitled to $100/day for meals and i scrimp and only spend $30, the $70 goes into my pocket
