Charging will DISCOURAGE women from reporting rape, they're reluctant to begin with. Rapes often lead to murder...they're connected...

That's a major mistake. Women are RELUCTANT to report rape. Wasilla was the ONLY TOWN in Alaska that demanded as much as $1,500 for forensic exam...Wasilla might be the worst in the world rapewise, but who's got $1,500 in the spot for exams??? And they could still risk persecution by these nuts. That's a lot of money for the average Jane, no doubt.

Where in this country or, in fact, the world does a victim pay the police to gather evidence of a crime???
