And we do that... all the time. We may look at it, but we don't do anything about it. Very few federal programs get eliminated, and many of the worst of them continue to grow indefinitely. You want a specific actual example? OK, the milk compact. Sure it is... Nonsense. Nice partisan line but not the case. Not a partisan line, it applies to Republicans as well as Democrats. Independents too. And it very much is the case. Look in to the James Buchanan's nobel prize winning research.
