It's why in the past I've said we should force the gov't to put those funds in a lockbox they can't touch and I think they should just allow us to invest our own social security money in target retirement date funds.

Hmm.. so you think giving the government your money and telling to invest it for you is the answer?

How about just not over-taxing us in the first place and letting us do our own investing? Either way the Uncle Sam is going to need to raise taxes to pay for those unfunded liabilities. As it stands, it's stripping capital away from the private economy.

Would all the funds be invested by individuals? Or would the government invest some?

If there is going to be a large trust fund (no quotes this time, unlike my usual practice when referring to this money, because if its invested outside the government then its a real fund), that is managed by the government, it has the plus side of being a real fund, and likely achieving a real return, but the downside of some risk, and also of political manipulation of the investment capital in the country.
