I don't fully understand how this "Supplementary Financing Program" will solve the financial crises but if it does what it's supposed to "Funds in this account serve to drain reserves from the banking system, and will therefore offset the reserve impact of recent Federal Reserve lending and liquidity initiatives"then it will not be good for gold.

I agree, gold rose on the back of all these interventions, why would something like that now be negative for gold?

But then, I haven't made much sense of the markets lately anyway.
