Whats holding them up? Why not make those investments NOW? Probably the same thing that is holding up the oil companies from drilling in what, 70% of their existing leases? It's called planning and logistics, and expense management. You forgot to mention most existing leases don't have anything economically recoverable. There are practical considerations? But how will we become 100% independent and green in 10 years? Your knee jerk reaction to any alt energy project gets old. Show me alt energy projects that make money w/o massive subsidies and I'll be gung ho for it. But no one will have to have a positive attitude then. It will succeed on its own merits. You seem to rant at anything green. Fair enough. Most things "green" these days are pretty stupid. The environmental movement started almost 40 yrs ago succeeded in cleaning up our air and water ..... and has now morphed into an anti-everything movement.
