I can agree with rules on naked shorting, and I would almost* be inclined to believe a significant amount of this caused some of the problems, but banning short sales altogether is bad.* I can exist perfectly well in a world where shorting didn't exist. I could even place bets on stocks, commodities, bonds, currencies, etc making moves in a positive, negative or market neutral direction; all without shorting!. Options do it all, in a fair, ethical, simple, elegant, fashion. If anything, I see a ban on shorting as a massive boom opportunity for the options market.
