There is a residency requirement for voting in Virginia.

When you register to vote this is a local process done by local voter registrar offices----- there must be proof of Virginia residency and with the previous address given in the other state.

The application gets reviewed and finally you get a voter registration card with precinct location etc.

Local Voter registrars examine and certify the voter----any questions get raised then more examination--------local then gets consolidated at the state level. Many comparisons made along the way.

Because of reciprocity---------the states communicate and assure that the person is not still register to vote in their old precinct in another state.

Interesting about your state driver's license-------we no longer use SS numbers----we have a driver's number that is not the same.
