That's a concern felt by many. I know I have scratched my head a few times when Houston police have chased suspects down packed freeways. Neighborhoods should be totally off limits in my opinion. If a suspect goes into a neighborhood, the chase should stop immediately. That doesn't mean call off the police, that just means, stop running at high speeds, let them get out of the neighborhood or if they park some where, all the better.
