It isn't, but their moronic Clowngressional leadership (primarily Dodd, Reid and Pelosi) are turning it into one.

They need to turn their backs on this steaming pile of $hit if they wanna keep the House and Senate. Otherwise it's gonna all be pinned on them, whether or not it passes. I can see it coming a mile away.....
