Except the facts don't really bear that out. The Soviets were actually reducing arms purchases during those years.

They were trying, they just couldn't afford it. It was mostly Star Wars that brought them to the table.

Implicit in that argument is the notion that Reagan didn't do anything to cause or even hasten the collapse of the Soviet Union.
