Much like his ridiculous FDR comment, Biden got it wrong on multiple grounds.

1. He was wrong to suggest the FF didn't define a legislative role for the VP. It's right there, spelled out in Article I.

2. He was also wrong to state that the "executive branch" is defined in Article I. (It's defined in Article II.)

3. He was wrong when he stated the constitution says the VP's job is to advise the president. It doesn't say anything of the kind.

Joe Biden, a lawyer in the senate for 35 years and chairman of the senate judiciary committee, doesn't know the basics of what the constitution says. That's pathetic.
