In Washington's day going clad in regular clothes and firing from ambush on soldiers was the equivalent of IEDs and truck bombs now.

Maybe, maybe not. But assuming yes, if your use an IED against soldiers during an active conflict, that isn't terrorism. The same would go for driving a truck bomb up to some military base and exploding it.

If Washington had loaded barrels of gunpowder, on to horse drawn carriages to explode them in busy streets or against 100% civilian buildings than I suppose you could say he's a terrorist.
