If Washington had loaded barrels of gunpowder, on to horse drawn carriages to explode them in busy streets or against 100% civilian buildings than I suppose you could say he's a terrorist.

Seems to me that the discussion is being ham-strung by the lack of an accepted definition of the word "terrorist".

Certainly an insurgent operating against occupying forces is not a terrorist, no matter how convenient the outgoing administration found it to label them as such.
