RtS, Great charts, great analysis. As you point out, when $BPNDX hit 1.00 in 2001, it took another year to reach the bottom in October 2002. However, from the $BPNDX 1.00 point in 2001, the NDX did bounce from that point to almost a double value by the end of year if I read the chart correctly.

I have "blown up" that portion of your chart and show it below.


With $BPNDX at 1.00, the market is clearly oversold, and if history repeats itself, a good bounce should be forth coming.
