Part of civilization involves not letting people exploit a system where they can provoke or burden people in the shadows. You overlook that. I find it much more "healthy" to encourage people to do their business publicly - where the full weight of judgment can come down upon them. IMO putting the fear of God in to people who might use PM's inappropriately (and yet not in a way that violates the TOU, which are very lax) promotes civility, rather than diminishing it. Your idea, imo, gives bullies and nasty people an "out" they should never have.
