I'm not sure I'd categorize it as "standard damage control mode." It's unbelievably brazen for them to simply deny that the report contains any finding of ethical or legal violations when everyone can plainly see that it does.

Imagine if Nixon had said, as he announced his resignation, that he was glad that the Senate committee investigating Watergate had cleared his name, and he was just resigning so he could spend more time with his family.

But you're right. It would be fascinating to hear what went on behind the scenes when they made the decision to go this way.
