Nonsense. My dad died that way; hadn't been to the doctor in years until the heart attack got him. He wouldn't have gone to the doctor if they paid him. You don't believe in preventive care? Re-read what you wrote and ponder the contradiction in your own argument...sorry that he passed, but you would not use the outlier represented by your dad's behavior to make policy. Already, they have stopped taking new Medicaid patients because they got all they're going to take. The waiting room is packed after a week. Why? Not enough docs in the town.
