My guess is Congress is waiting to see the election results. I wouldn't be surprised to see lots happening after the election.

You might be right, but that also might be too late to correct for damage done and spent money. I never imagined in my lifetime that I would see such amounts of public money thrown to the wind with so little discussion and such a lack of regulation and oversight.
