It says that even those who earn some income are still so poor that they need government support. It isn't as if those who file income taxes are getting some sort of huge government benefit even if they have a decent level of income.

That goes to those some way to shelter large amounts of income or those like John Paulson who earned $3.7 billion in a single year and gets a 15% tax rate.

I would much rather subsidize work than subsidize no work. The hedge fund loophole is simply corruption.
