And since "the tax cuts are scheduled to expire", Obama counts the tax rates after expiration (in other words after an increase) as his baseline for his claim he is cutting taxes.

He also counts setting up refundable tax credits, that bring someone's net income tax below zero, as a tax cut, when its really a hand out.
