There is no Federal election standard. Each state does their own thing.

I think there SHOULD BE, but there isn't. The Supreme Court overstepped it's constitutional authority in 2000.

"Can they have a poll tax? Limit voters to land owners?"

Those things can't be used in any election, not just federal ones.
