So States can say that blacks can't vote and the feds would be ok with that ? That states can have a poll tax? a test before being allowed to vote ? The feds wouldn't care ??

no they didn't the 14th amendment allowed them to step in and vote 7-2 ending Gore's attempt to steal the election
