Sure there will be pork, but frankly, in the grand scheme of things, that issue is way overdone. It is practically nothing compared to medical and defense costs. And often, though not always, provides a benefit for the quality of life of communities (i.e., as the Constitution says, the "general welfare"). Fixing waste and fraud in the medical and defense areas will take a huge chunk of change out of the budget. Will take a lot of work, though (as Bush famously said, "It's hard work"<g>).
