I don't know if it's still in force but a few years ago Congress stepped in and prohibited the states from collecting taxes on sales UNLESS the company performing the sale has a physical presence in the state the buyer is located in. At that time the states were all starting a hodge podge taxing schemes and the federal government was afraid that internet commerce would be crushed under all the different tax rules. Imagine programming 50 different and changing tax rules and running the logic on every sale. What a nightmare!
