I don't get your comparison. You seem to want to be even handed. Since no one is asking community service of the kids as compensation for some benefit, why would you do that with seniors?

The incentive for the young is graduation. As long as you didnt want to advance in school, you could always refuse to do the service. You'll note that college age kids that dont go to school wouldnt be impacted by the requirement. Assuming that we wouldnt throw people in jail for avoiding such service, the SS and Medicare benefits would provide the incentive for the seniors.
