Getting rid of bad teachers is akin to closing the barn door after the horses have been stolen.

The best policy is to make sure your hiring process is solid. Hire teachers that have a good education, provide a good pay package, and make sure there are no psychological problems. Then put these teachers into a good environment.

Trying to weed out bad teachers in a chaotic situation is a lot like herding cats.
