I got it from what you said: "they have a government mandated job of encouraging growth in housing" You are arguing that encouraging growth in housing is somehow a bad thing. You are also arguing that somehow Fannie is all to blame for this mess whereas Lehman, BS, MS, Countrywide, AIG et al are not because they are private? Your arguments make no sense whatsoever. Oh yes, you also fail to remember that there are shareholders in Fannie and Freddie.
