that global warming hoax changed things. Once that hoax is put to death(like the global cooling hoax in the 60s) then big cars will come back

And the car companies have changed where they put their development funds. No need to put political control behind that, car companies try to follow where the money is.

Will change again, but probably not in a simple consistent direction. Gasoline prices are way down, eventually they will go back up, but not in any straight line.

The whole argument for government control over what types of cars get produced as something that benefits the "big three", relies on the idea that the government can pick the right strategies better than the car companies can. As poorly as they have done at times, that's a very questionable idea.
