I think Chapter 11 is the answer for our auto makers. It's allows them to legally do a lot of things to shed costs that would be problematic otherwise. Hell, it allows them to not even pay their bills for 18 months! Not that they could do this with suppliers.

They should give them the 100B not to float them for awhile, but to unwind their business in an orderly fashion. Give everybody 6 month notice, and contract to the point where they can be profitable again. Which is probably a major contraction. GM would probably be most profitable making and selling only Escalades.
